WHAT ARE WE DOING?

The overall objective of the technical assistance (TA) project EU support for the sustainable solutions for internally displaced persons and returnees is to assist the Delegation of the European Union to the Republic of Serbia and the Beneficiary Institutions - Commissariat for Refugees and Migrations and the Office for Kosovo and Metohija in the implementation and monitoring of 13 grant projects activities to improve the living conditions of internally displaced persons (IDPs) and returnees from readmission process in Serbia and support to the sustainable return to Kosovo*.

TECHNICAL ASSISTANCE

By setting up a Project Monitoring Unit (PMU), the TA project is providing assistance to the EUD and the Beneficiary Institutions in monitoring of the implementation of the grants awarded following the Call for Proposals: EuropeAid/154545/DD/ACT/RS, “Provision to the improvement of living conditions of IDPs and returnees from readmission process in Serbia and support to the sustainable return to Kosovo*”.

Project should achieve two main results:

-Full implementation of the grant scheme dedicated to improving the living conditions of IDPs and returnees from the readmission process in Serbia through provision of support in all implementation actions; the PMU shall provide support to the grant beneficiaries for the information campaign, monitoring and reporting to the EUD, as well as visibility activities and materials;

-Full implementation of grant scheme dedicated to return to Kosovo* through provision of support in all implementation actions. The PMU shall provide support to the grant beneficiaries for the information campaign, monitoring and reporting to the EUD, as well as visibility activities and materials.

GRANT PROJECTS

The grant scheme is financed through IPA Annual Country Action Programme for Serbia for the year 2014, as part of the funding for the sector Rule of Law and Fundamental Rights. The total EU financial contribution to the grant scheme is5,650,000.00, while the national budget of Serbia is contributing in the amount of 350,000.

The grant projects are implemented by Serbian local authorities and international and national civil society organizations. The technical assistance project is implemented by a consortium led by KMOP. The activities started in June 2018 and will last until June 2020.

Eight projects implemented in cooperation with the Commissariat for Refugees and Migration are:

-Support to IDPs and returnees in 4 LSG in Central Serbia through provision of durable housing solutions and economic sustainability measures (Arbeiter-Samariter Bund (ASB) in partnership with the City of Kruševac and Municipalities of Ćićevac, Aranđelovac and Ub)

-Durable solutions for IDPs and returnees through partnership (Initiative for Development and Cooperation (IDC) in partnership with the City of Smederevo and Municipalities of Velika Plana, Smederevska Palanka and Kovin)

-Support to Dignified Housing Solutions and Sustainable Livelihoods of IDPs and returnees in Serbia (Danish Refugee Council (DRC)) in partnership with the City of Kragujevac, the City of Čačak and the Municipality of Gornji Milanovac)

-Better living conditions of IDPs and returnees in Zvezdara (City Municipality of Zvezdara in partnership Association of refugees and displaced persons "Zavičaj")

-Support to the improvement of living conditions of most vulnerable IDPs and returnees (HELP in partnership with the municipalities of Prijepolje, Tutin and Vladičin Han)

-Establishing residential and financial autonomy of Roma returnees and IDPs through cooperation on the local level (Belgrade Fund for Political Excellence (BFPE) in partnership with the Municipality of Niška Banja and Standing Conference Roma Citizens Association (SKRUG))

-Novi Pazar for better living conditions of IDPs and returnees (the City of Novi Pazar in partnership with the Muslim Humanitarian Organization "Merhamet - Sandžak")

-Second generation (Educational Center Leskovac in partnership with Municilpality of Kursumlija and Municipality of Vrnjacka Banja)

Five projects implemented in cooperation with the Office for Kosovo and Metohija:

- Support to sustainable return of IDPs to Kosovo* (Arbeiter-Samariter Bund (ASB) with the Center for Equitable Regional Development (CenTriR) and the City of Kruševac)

-Economic Strengthening for a Sustainable Return to Kosovo* (CARE with the Association of Citizens NEXUS Vranje and the City of Vranje)

-Strengthening and Supporting Sustainable Return (Danish Refugees Council – DRC with the City of Kragujevac, and NGOs Božur and Sveti Spas)

-Return as a step forward (Initiative for Development and Cooperation (IDC) with the NGO Proaktiv and the Municipality of Vrnjačka Banja)

-Return to the Roots  (Association for Development of Creativity with the Municipality of Aleksinac)


*This designation is without prejudice to positions on status, and is in line with UNSCR 1244/99 and the ICJ opinion on the Kosovo declaration of independence
